ASSC Bylaws
ACADEMIC STAFF STEERING COMMITTEE BYLAWS
SECTION 1. NAME
The name of this body shall be the Academic Staff Steering Committee (ASSC) of the American Association of University Professors-American Federation of Teachers, (AAUP-AFT), Local 6075, Wayne State University Chapter.
SECTION 2. PURPOSE
The purpose of this organization shall be to promote the interests of higher education and to advance standards, ideals and welfare of the Academic Staff of Wayne State University.
SECTION 3. MEMBERSHIP
All Academic Staff who are members of the AAUP-AFT at Wayne State University shall be members of the ASSC.
SECTION 4. OFFICERS OF THE ACADEMIC STAFF STEERING COMMITTEE
A. 1. The Committee shall have a Chair, Co-Chair, Secretary, and two (2) Members-at-Large.
2. These Officers shall constitute the Steering Committee of the Academic Staff Steering Committee.
B. Qualifications
Any member of the ASSC is eligible for office.
C. Election procedure
1. The Chair shall be the former Co-Chair for a one ( 1) year term, immediately following his/ her one (1) year term as Co-Chair of the Academic Staff Steering Committee.
2. The Co-Chair, Secretary and two ( 2) Members-at-Large shall be elected by the Academic Staff membership for a term of one ( 1) year.
3. The Steering Committee of the ASSC shall solicit nominations, and a slate of candidates will be electronically presented to the Academic Staff Steering Committee for election.
4. Elections shall be conducted by secret mail, and/or secure email, ballot by no later than May of each year.
SECTION 5. DUTIES OF OFFICERS
A. Chair
1. Preside over all meetings.
2. Prepare agendas for all meetings in consultation with the Steering Committee.
3. Vote in tie cases.
4. Spokesperson for the Committee.
5. Perform any other duties as prescribed by the Academic Staff Steering Committee, so long as these duties are not in contradiction with the by-laws of the AAUP-AFT, Local 6075, WSU Chapter.
6. Initiate an orderly transition of the outgoing and incoming Academic Staff Steering Committee.
7. Serve as Ex-Officio member of the AAUP-AFT, Local 6075, WSU Chapter Executive Board without vote.
B. Co-Chair
1. Serve as an aide to the Chair.
2. Attend Academic Staff Steering Committee Meetings.
3. Preside when the Chair is absent or called upon by the Chair.
4. Represent the Chair upon request.
5. Succeed Chair in second year of 2-year term.
6. Perform any other duties as prescribed by the Academic Staff Steering Committee, so long as these duties are not in contradiction with the by-laws of the AAUP-AFT, Local 6075, WSU Chapter.
C. Secretary
1. Attend Academic Staff Steering Committee Meetings.
2. Record minutes at Academic Staff Steering Committee Meetings.
3. Maintain official membership roll.
4. Initiate notices to all members of meetings and conduct all general correspondence.
5. Perform any other duties as prescribed by the Academic Staff Steering Committee, so long as these duties are not in contradiction with the by-laws of the AAUP-AFT, Local 6075, WSU Chapter.
D. Member-at-Large (2)
1. Attend Academic Staff Steering Committee Meetings.
2. Perform any other duties as prescribed by the Academic Staff Steering Committee, so long as these duties are not in contradiction with the by-laws of the AAUP-AFT, Local 6075, WSU Chapter.
E. Terms of Office
Each term of office shall be for one (1) year, and shall begin on July 1st and terminate on June 30th, with the exception of the Co-Chair, who shall serve as Chair for the second year of his/ her 2-year term.
F. Filling Vacancies
Vacancies occurring in elected positions shall be filled by the nominee receiving the next highest number of votes during the general election. If it is not possible to fill the position in this manner, vacancies occurring prior to January 1st shall be filled by a special election. Vacancies occurring after January 1st shall be filled by appointment of the Steering Committee.
SECTION 6. MEETINGS
General Membership Meetings shall be held a minimum of once per year, in May. If necessary, additional meetings may be called by the Steering Committee.
SECTION 7. STEERING COMMITTEE DUTIES
A. The Committee shall meet a minimum of twice a semester, Fall and Winter Semesters, to plan workshops and programming.
B. The committee has the power to advise the Chair on matters of policy.
SECTION 8. PARLIAMENTARY AUTHORITY
Meetings will be conducted according to Roberts Rules of Order.
