Child Care Subsidy Program
Article XII.C.6 of the WSU/AAUP-AFT Collective Bargaining Agreement (September 22, 2021 through June 30, 2024) provides $160,000 per fiscal year for a child care subsidy program for eligible AAUP-AFT bargaining unit members. The subsidy amount per applicant will be determined by the number of participating children and the number of months they were eligible during each subsidy period.
Each year, there will be two time periods during which the childcare subsidy will be disbursed. The first is for the period from January 1 to June 30, and the second is for the period from July 1 to December 31. During each period, up to $80,000 will be reimbursed for qualifying child care expenses.
The amount received will depend on the number of eligible applicants and the amount of their expenses since up to $80,000 can be distributed each period. Payments will be provided to eligible applicants twice per year via the WSU payroll system. It will be considered taxable income.
Funds are distributed on a point system, however, the funds cannot exceed actual expenses incurred:

1 Point/child/month for part-time childcare (20 hours or less/week)
2 Points/child/month for full-time childcare (More than 20 hours)
- A child receiving full-time care for 6 months, will receive 12 points (2 points x 6 months).
- A child receiving part-time care for 6 months, will receive 6 points (1 point x 6 months).
If you have more than 1 eligible child, you will receive the total points for all eligible dependent children.
The eligibility for a subsidy is determined by each child meeting the following criteria:
Each child must be a dependent of an AAUP-AFT bargaining-unit member on regular payroll. A dependent means that a child is listed on the bargaining-unit member’s income tax forms or on WSU-HR benefit forms.
Care must be received from a state licensed facility or individual, (or government licensed Canadian provider)
For monthly submission, child must have attended daycare for at least two weeks during the month.
The child is no longer eligible upon entering 1st grade.
Note: Please do not submit your provider's Federal Tax ID number. You can find your provider's license number at Statewide Search for Licensed Child Care Centers and Homes. All license numbers begin with either "DC-" or "DF-" followed by a nine-digit number (eg. DC123456789 or DF123456789).
